Overview
The Visitor™ module in The ENFORCER® provides a comprehensive inmate visitation management solution. The Visitor™ enables correctional facilities to manage inmate visitation services for friends, family, and professional visitors (such as attorneys).
Visitation Type
Attorney Visitation (OFFSITE) video sessions may be conducted from several types of devices, all of which require a specific software download as follows:
⇒ For a Windows® personal computer or laptop: download The Visitor™ Windows® Edition application from www.icsolutions.com.
⇒ For an Android™ device: download the ICS Mobile app directly from Google Play.
⇒ For an iPhone® or an iPad®: download the ICS Mobile app for iOS™ directly from the App Store®.
Video Visitation Registration Process
All visitors must register (at no cost) in order to participate in video visitation sessions with an inmate at this facility. Registration steps are outlined below.
1. Go to icsolutions.com from any internet-enabled device to log in to your existing ICSolutions® account or create a new account.
2. Once the visitor is logged into their existing ICSolutions® account or has created a new ICSolutions® account and logged in, select Register for Video, and enter the facility
3. When registering, all of the required fields must be completed. The visitor must define the inmate who they want to visit and must also define the relationship. Visitors will only be able to visit with an inmate who is on your approved inmate list.
4. Any request for a privileged attorney relationship will be placed into a pending status and will be unable to schedule and conduct video visitation until the relationship has been approved by the facility’s Video Administrator.
5. Once a privileged attorney relationship has been approved, attorney visitors can schedule and conduct Attorney visitation sessions with inmates. The approval process ensures these visits will not be recorded.
Registering as an Attorney
All visitors are required to have an ICSolutions® account and register for visitation at the facility. Registrations submitted for a privileged attorney relationship must be approved by the facility’s Video Administrator prior to being able to schedule a privileged, non-recorded video visitation session with an inmate at the facility.
An attorney visitor must define the inmate(s) with whom they want to conduct privileged visits and must also define the relationship as attorney. Visitors will only be able to visit with inmates who are on your approved inmate list.
1. From any internet enabled device, go to www.icsolutions.com.
2. If you already have an ICSolutions® account, log in to your account with your username and password. If you do not have an ICSolutions® account, you will need to create a new account by entering your preferred username, a 4-digit PIN, and a password (which you will have to enter twice for confirmation).
3. When creating your new ICSolutions® account, please enter your official office contact information when you are prompted to enter your name, address, email, and phone number. (All telephone numbers must be unique.)
4. From the dropdown list under What would you like to do? select the Register for Visitation option.
5. Select the facility from the dropdown list.
6. The system displays a set of rules, which you must read and agree to by clicking Agree.
7. All fields seen in the following example must be completed, then click Register.
⇒ Enter the inmate’s last name or inmate ID number and select the inmate with whom you wish to register to visit from the dropdown list.
⇒ To register for a privileged attorney relationship, select your relationship as a Private Attorney or Public Defender.
Your account will be pending until it is approved by the facility’s Video Administrator.
⇒ Enter your Ethnicity, enter the State where your Bar was issued, select the ID Type as Attorney Bar Card, enter your Bar ID Number
and then your Bar ID Expiration Date (i.e., 10/9/2025).
8. Once you have completed your visitation registration for a privileged attorney relationship, your registration will be placed into a pending status, and you will be unable to schedule and/or conduct video visitation sessions until the registration has been approved by the facility’s Video Administrator.
9. Attorneys who are requesting a privileged attorney relationship must notify the facility’s Video Administrator, advising they have created an account and are seeking approval as a privileged visitor.
10. Once your registration for your privileged attorney relationship has been approved, you will be able to schedule and conduct Attorney Visits with inmates on your approved inmate list.
Adding Inmate Relationships
Once your registration for your privileged attorney relationship has been approved, you can add additional inmate relationships from your ICSolutions® account at www.icsolutions.com. The steps to add inmates to your approved Inmate List are detailed below.
1. Log in to your account at www.icsolutions.com with your username and password.
2. From your account overview, under Visitation Accounts, click Manage Inmate List.
3. Type the inmate’s name you wish to add to your approved Inmate List and select your relationship as a Private Attorney or Public Defender and click Add to List.
4. Once your registration for your privileged attorney relationship has been approved, approval for the additional inmates with the same relationship will not be required and you can immediately schedule and conduct privileged, non-recorded video visitation sessions with the added inmates.
Scheduling Visitation Sessions
Attorneys whose registration for a privileged attorney relationship has been approved, visitation sessions can be scheduled directly from your ICSolutions® account at www.icsolutions.com. The steps to schedule a visit are detailed below.
1. After logging in to your ICSolutions® account, you can schedule a visitation session by selecting Schedule Visit from the What would you like to do? dropdown list or by clicking Schedule at this Agency under Visitation Accounts.
2. Confirm the agency you are scheduling with is correct, then you will have to agree to the facility rules by clicking Agree. All personal visits are subject to monitoring and recording; however, if your registration for a privileged attorney relationship was approved, your visitation sessions with the inmates on your approved inmate list will not be recorded.
You can confirm your privileged status by clicking View Agency Info (see green box in previous screenshot) under Visitation Accounts. If you were notified that your registration for a privileged attorney relationship was approved and you do not see the message This account at [Facility Name] is privileged, please contact the facility’s Video Administrator immediately.
3. From the Inmate pane, select the inmate with whom you would like to schedule a visit. If you are registered to visit with more than one inmate at the agency, the inmate who you last visited will be listed with a checkbox.
To visit with the same inmate, select the checkbox. To visit with a different inmate, click anywhere in the dropdown field to display a list of all the inmates with whom you are approved to visit.
4. Once you have selected the inmate with whom you wish to visit, the Location pane will automatically open. You will need to select that you will be visiting with the inmate OFFSITE from your Windows® computer or an Android™ or iOS™ device.
If you select Attorney Visitation for your visitation selection, you will be required to download The Visitor™ Windows® Edition video visitation application to visit from your Windows® computer, or the visitation app, ICS Mobile, to visit from an Android™ or iOS™ device.
5. After the visitation location has been selected, the Date pane will automatically open to display only the dates available for you to schedule your visitation session (up to 2 weeks in advance). Click on the date you would like to schedule your visitation session.
6. The Time pane will open automatically once a date for visitation has been selected. Click on the time you would like to schedule your visitation session.
7. You will have the opportunity to add up to 2 total additional visitors (1 adult and 1 minor, or 2 minors) after you have selected the date and time for your visit. All additional adult visitors (18 years of age and older) must be registered with an account at ICSolutions®.
Click Add+ and enter the fields required to add the additional visitors, including First Name, Last Name, and the Date of Birth. When finished, click Done. Adults who are not registered cannot be added.
8. Please review your scheduled visitation information prior to completing the scheduling of your visit. (After the visitation session has been confirmed, any changes to your scheduled visit will require you to cancel and reschedule a new visitation session.) When satisfied, click Confirm. You will receive a confirmation email which will include your Confirmation Number. Your Confirmation Number is your telephone number plus the 4-digit PIN you created when setting up your account.
Cancelling Visitation Sessions
Visitors who need to cancel a scheduled visitation session must log in to their ICSolutions® account and click Cancel, under Upcoming Visits.
Alternatively, Android™ or iOS™ device users can login to the ICS Mobile application and click Cancel under a scheduled visit.
Visitors wishing to modify the date, time or additional visitors must cancel the visitation session and reschedule a new session.
Attorney Visitation Requirements
Prior to being able to conduct Attorney Visitation sessions, visitors scheduling Attorney Visitation sessions are required to download and test the visitation application which is appropriate for your Windows® computer or an Android™ or iOS™ device. The following sections provide procedures for installing these applications.
The Visitor™ Windows® Edition Visitation Application
Visitors who intend to conduct Attorney Visitation sessions from a Windows® computer must download The Visitor™ Windows® Edition video visitation application prior to being able to conduct a visit.
1. You can begin the installation by clicking the following link:

Alternatively, you can begin the installation by selecting Install Offsite Client from the What would you like to do? dropdown list.
2. You will be given the choice to Save or Run the application. Select Run.
3. The following screen will be displayed. To proceed, select the checkbox to accept and agree to the license terms and conditions.
4. Click Install to begin the installation process.
5. Click Yes to allow the application to make changes to your computer to continue with the installation. (You must have administrative privileges on your computer to perform this action.)
6. The Setup Wizard will install The Visitor™ Windows® Edition video visitation application. Click Finish when the installation is done.
7. After you have completed the installation, log on to your ICSolutions® account to test your network connection and video quality by clicking Test Offsite Client under Visitation Accounts.
8. The system will go through a series of tests to check your system configurations and network. You will go through this test prior to every scheduled visit after you connect the visit and agree to the rules.
The Visitor™ Windows® Edition video visitation application supports all current Windows® operating systems.
The Visitor™ Android™ or iOS™ Visitation Application
Visitors who want to conduct Attorney Visitation sessions from an Android™ or iOS™ device must download and test the visitation application, ICS Mobile from Google Play or the App Store® prior to being able to conduct a visit. Click INSTALL.
ICS Mobile video visitation application supports current Android™ and iOS™ Operating systems.
Conducting Visitation Sessions
This section provides procedures for conducting visitation sessions from the device you are using.
Attorney Visitation Sessions from Computer
Visitors who have scheduled Attorney Visitation sessions should login and connect 5 minutes prior to the scheduled visitation time to check in.
Visitors visiting from a computer to conduct Attorney Visitation sessions are required to install The Visitor™ Windows® Edition visitation application on your computer.
1. You can go to www.icsolutions.com from your browser.
2. Enter your username and password to login to your ICSolutions® account.
3. If you have an Attorney visit scheduled, you will find it under Upcoming Visits. To connect to your visitation session, click Connect.
4. After you click Connect, the following screen will be displayed, and the system will go through a series of tests to check your system configurations and network.
5. Once you have successfully passed the network test, The Visitor™ will conduct an echo test to make sure all of your configurations are working together and that your video quality is acceptable. If so, click Join.
6. Visitation rules will be displayed. You must agree to the rules by clicking Accept.
These rules are written for all visitors. If your registration for a privileged attorney relationship was approved, your visitation sessions will not be recorded. You can confirm your privileged status by clicking View Agency Info under Visitation Accounts. If you were notified that your registration for a privileged attorney relationship was approved and you do not see the message This account at [Facility Name] is privileged, please contact the facility’s Video Administrator immediately.
7. Your visit will begin automatically at the scheduled start time and will end at the scheduled end time.
Attorney Visitation Sessions from Android™ or iOS® Device
Visitors who have scheduled Attorney Visitation sessions should login and connect 5 minutes prior to the scheduled visitation time to check in.
Visitors using an Android™ or iOS™ device to conduct Attorney Visitation sessions are required to download and test the visitation application, ICS Mobile from Google Play or App Store® prior to being able to conduct a visit. Once the application is successfully downloaded to your device, click the icon to open the application.
1. Enter your ICSolutions® account username and password to login. By selecting the checkbox for Remember Me, you will be automatically logged in the next time you open the application.
Once your username and password are entered, you will see at the bottom right of the screen. Click to login.
2. Once logged in, you will see a list of upcoming visits. At the top right of the screen, you have a refresh icon which will manually refresh the list of scheduled visits, and a Logout icon which allows you to log out of the application and switch users, if applicable.
3. The menu at the bottom of the screen gives you the option to schedule a new visitation session or add funds to your ICSolutions® account by clicking SCHEDULE VISIT or ADD FUNDS, which will open your ICSolutions® account on your phone’s browser. You can also click TEST CONNECTION to test your network connection and video quality.
4. Before the scheduled start time for your visitation session (5 minutes prior), click JOIN VISIT, which will open the facility rules. You must agree to the rules to join the visit by clicking Agree.
Your visit will connect automatically at the scheduled time.
5. Your visit will end automatically at the scheduled end time; however, you can end the visit early by clicking END VISIT. You can also change your selected cameral from front or rear facing camera by clicking .
